New AD/CVD Case Filed Against Large Diameter Graphite Electrodes From China and India  | Customs & International Trade Law Blog


A brand new antidumping and countervailing obligation motion has been filed towards massive diameter graphite electrodes from China and India. The allegation is that imports from China and India are unfairly sponsored and are being dumped.

Background on AD/CVD Investigations 

Antidumping obligation (“AD”) and countervailing obligation (“CVD”) investigations are introduced collectively by the U.S. Worldwide Commerce Fee (“USITC”) and the U.S. Division of Commerce (“Commerce”). AD investigations are triggered when a home trade alleges that it has been injured by competing imports of specific items from particular international locations being bought at lower than a good worth. In the meantime, CVD investigations are triggered when a home trade alleges that it has been injured by competing imports which are being unfairly sponsored by their governments. The home trade initiating the investigation is called the petitioner whereas the overseas trade taking part within the investigation is called the respondent. 

Scope of the Investigation 

The merchandise coated by these investigations is all massive diameter graphite electrodes of any size, whether or not or not completed, of a sort utilized in furnaces, with a nominal or precise diameter exceeding 425 millimeters (16.7 inches), and whether or not or not hooked up to a graphite pin becoming a member of system or every other kind of becoming a member of system or {hardware}.

Subsequent Steps
