Trade News: AD/CVD Petition Filed Against Sol Gel Alumina-Based Ceramic Abrasive Grains from China | Customs & International Trade Law Blog


Saint-Gobain Ceramics & Plastics, Inc., filed a petition for the imposition of antidumping and countervailing (AD/CVD) duties on the imports of sure sol gel alumina-based ceramic abrasive grains from China.

The petitioner alleges that imports of ceramic abrasive grains are being offered within the U.S. at lower than honest worth. The petitioner additionally alleges that the federal government of China has used an array of instruments to help native ceramic abrasive grains producers and producers.

Background on AD/CVD Investigations

Antidumping responsibility (“AD”) and countervailing responsibility (“CVD”) investigations are introduced collectively by the U.S. Worldwide Commerce Fee (“USITC”) and the U.S. Division of Commerce (“Commerce”). AD investigations are triggered when a home business alleges that it has been injured by competing imports of specific items from particular international locations being offered at lower than a good worth. In the meantime, CVD investigations are triggered when a home business alleges that it has been injured by competing imports which can be being unfairly sponsored by their governments. 

Scope of the Investigation

Ceramic abrasive grains are a sort of superior abrasive, important for the usage of abrasive instruments. After manufacturing, sol gel alumina-based ceramic abrasive grains are sometimes bonded or coated to grinding media or “backings” (i.e., sandpapers, grinding wheels, grinding cylinders, grinding discs, and so forth.) for finish use in high-precision manufacturing instruments throughout a wide range of industries.

This Petition covers sol gel alumina-based ceramic abrasive grains that are comprised of a minimal of 94% aluminum oxide, grain sizes from 0.85 mm to 0.0395 mm, and hardness ranges between 16 and 22 gigapascals.

Subsequent Steps

The Commerce Division will decide whether or not to provoke the investigations inside 20 days. The USITC will attain a preliminary dedication of fabric damage or menace of fabric damage inside 45 days.
