New AD/CVD Case Filed Against Truck Bed Covers From China    | Customs & International Trade Law Blog


A brand new antidumping and countervailing responsibility motion has been filed towards Truck Mattress Covers from China. The allegation is that imports from China are unfairly backed and being dumped.

Background on AD/CVD Investigations 

Antidumping responsibility (“AD”) and countervailing responsibility (“CVD”) investigations are introduced collectively by the U.S. Worldwide Commerce Fee (“USITC”) and the U.S. Division of Commerce (“Commerce”). AD investigations are triggered when a home business alleges that it has been injured by competing imports of explicit items from particular nations being bought at lower than a good worth. In the meantime, CVD investigations are triggered when a home business alleges that it has been injured by competing imports which can be being unfairly backed by their governments. The home business initiating the investigation is called the petitioner whereas the international business collaborating within the investigation is called the respondent. 

Scope of the Investigation 

 The merchandise lined by these investigations is truck mattress covers, that are protecting shields made from aluminum, fiberglass, carbon fiber, plastic, and/or waterproof material which can be seized to span the open-top space of a pickup truck.   

The merchandise topic to the investigation are at present labeled within the Harmonized Tariff Schedule of america (HTSUS) below the next subheading: 8708.29.5160.

Subsequent Steps 

The Commerce Division will decide whether or not to provoke the investigations inside 20 days. The USITC will attain a preliminary willpower of fabric damage or risk of fabric damage inside 45 days. 

As with every continuing, participation is essential to guard your rights. We urge anybody who imports truck mattress covers from China to pay shut consideration to this case and to make sure that all applicable steps are taken to mitigate any harm. 

AD/CVD investigations may end up in determinations adversarial to respondent pursuits for years that might successfully prohibit entry to the U.S. market. Failure to successfully take part in investigations can put exporters and importers at a major drawback.
