Tariff Updates: Heavy Trucks, Timber & Lumber, Vessel Fees | Customs & International Trade Law Blog

Heavy-Responsibility Automobiles and Car Elements

On September 25, 2025, President Trump, through Reality Social, introduced his intention to impose a 25% tariff on heavy vans. On October 17, 2025, he issued a Presidential Proclamation formalizing and clarifying these tariffs. The proclamation imposes a 25% tariff on imports of medium- and heavy-duty vans and truck components. This contains Class 3 to Class 8 autos, like massive pick-up vans, shifting vans, cargo vans, dump vans, and tractors for eighteen-wheelers. 

The Proclamation additionally imposes a ten% tariff on imports of buses, together with faculty buses, transit buses, and motor coaches. The tariffs are set to take impact on November 1, 2025.

President Trump is imposing the brand new tariffs below part 232 of the Commerce Growth Act of 1962, citing nationwide safety considerations.

If medium and heavy-duty autos qualify for USMCA therapy, the importer might submit documentation to establish the quantity of U.S. content material, and, after the Division of Commerce’s approval, the 25% Part 232 Tariff will solely apply to non-U.S. content material.  

Timber & Lumber

On September 29, 2025, President Trump issued a proclamation imposing a Part 232 Tariff on timber and lumber and their spinoff merchandise. Efficient October 14, 2025, timber and lumber are topic to a ten% obligation, upholstered wood merchandise are topic to a 25% obligation, and kitchen cupboards and vanities are topic to a 25% obligation. 

If no settlement could be reached between the U.S. and international governments, starting January 1, 2026, the obligation for upholstered wood merchandise and kitchen cupboards and vanities will improve to  30% and 50%, respectively.  

The proclamation particularly included that items topic to (1) IEEPA reciprocal tariffs, (2) IEEPA further tariff on Brazil, and (3) IEEPA Russian oil tariff will not be topic to this Part 232 Tariff. In contrast to the opposite Part 232 Tariffs, obligation disadvantage is accessible for this tariff.  

232 Exclusions – Metal & Aluminum

On October 7, the Bureau of Business and Safety  (BIS) of the U.S. Division of Commerce launched 95 inclusion requests for the Part 232 Tariff on Metal and Aluminum and their Spinoff Merchandise. events filed the inclusion requests in response to BIS’s Discover of the Opening of the Part 232 Inclusions Course of printed on September 17, 2025.
