New AD/CVD Case Filed Against Steel Concrete Reinforcing Bar from Algeria, Bulgaria, Egypt, and the Socialist Republic of Vietnam | Customs & International Trade Law Blog


A brand new antidumping and countervailing obligation motion has been filed towards Metal Concrete Reinforcing Bar imported from Algeria, Bulgaria, Egypt, and Vietnam. The topic merchandise lined by this petition is metal concrete reinforcing bar, which is broadly used for nonresidential and infrastructure building. The allegation is that imports from Algeria, Bulgaria, Egypt, and Vietnam are each unfairly sponsored and are being dumped (offered under value).

Background on AD/CVD Investigations 

 Antidumping obligation (“AD”) and countervailing obligation (“CVD”) investigations are introduced collectively by the U.S. Worldwide Commerce Fee (“USITC”) and the U.S. Division of Commerce (“Commerce”). AD investigations are triggered when a home trade alleges that it has been injured by competing imports of specific items from particular nations being offered at lower than a good worth. In the meantime, CVD investigations are triggered when a home trade alleges that it has been injured by competing imports which are being unfairly sponsored by their governments. The home trade initiating the investigation is called the petitioner whereas the overseas trade taking part within the investigation is called the respondent. 

Scope of the Investigation 

The merchandise lined by these investigations is metal concrete reinforcing bar.  

The merchandise topic to the investigations are at present categorized within the Harmonized Tariff Schedule of america (HTSUS) below statistical reporting numbers 7213.10.0000, 7214.20.0000, and 7228.30.8010.

Subsequent Steps 

The Commerce Division will decide whether or not to provoke the investigations inside 20 days. The USITC will attain a preliminary dedication of fabric harm or risk of fabric harm inside 45 days.
