Allies struggle to work with US military in space operations, GAO finds

Too many overlapping roles and duties, extreme classification, and too few individuals in key positions are hurting U.S. collaboration with allies in house, a brand new authorities watchdog report says.

In current 12 months, the Protection Division’s house operations have grown significantly in recent times, and a minimum of in concept, have been streamlined for the reason that 2019 creation of the U.S. Area Drive and U.S. Area Command. However a brand new report from the Authorities Accountability Workplace discovered that allies and partnersare struggling to determine who to contact inside the sprawling U.S. army house enterprise—for instance, about coaching workouts, data sharing, and different issues.

That confusion has “led to inefficiencies and missed alternatives for coordination with allies and companions,” whose cooperation is more and more important to U.S. house operations, in accordance with the report, which was launched Wednesday.

A significant a part of the issue is the sheer variety of Protection Division entities concerned in house. Lots of them do one thing space-related, however they aren’t properly built-in, leading to duplication and siloed efforts. GAO wrote, “As a result of giant variety of DOD organizations which have overlapping roles and duties for space-related safety cooperation, allies and companions have issue understanding with whom to coordinate.”

The U.S. additionally struggles to declassify data quick sufficient for allies to meaningfully take part in joint workouts. For instance, many international locations that had participated in earlier years’ Area Flag workouts—which drill operators on methods to struggle in contested or degraded house environments— have been unable to participate on this 12 months’s model, Area Drive personnel informed GAO. The rationale: “The operational plan used to develop the train was not releasable to overseas officers.”

Even Australian officers expressed concern, which is notable given their nation’s membership within the 5 Eyes intelligence-sharing alliance. French officers have been notably important of the information-sharing obstacles, the report stated.

Canadian officers informed GAO they’ve issue understanding the “nested capabilities” of the U.S. army house structure. Canadian change officers and senior leaders “have lately skilled elevated obstacles accessing data regardless of general enhancements associated to classification,” the report states.

The complexity of the house enterprise may recommend a well-resourced paperwork, however GAO discovered that key liaison positions stay unfilled—one other issue hindering worldwide collaboration.

GAO laid out three steps it says the Pentagon should take to show its lofty objectives for allied house cooperation into motion: set up particular milestones for integrating companions, fill important worldwide engagement roles contained in the Area Drive—or a minimum of assess the danger of leaving them vacant—and make clear department-wide duties by issuing formal steering on who handles what in relation to working with allies in house.

The Pentagon agreed with two of the three suggestions however rejected the one aimed toward eliminating overlapping roles. GAO, for its half, “continues to imagine that all the suggestions ought to be applied.”
